Is he trying to avoid me or am i?

my bf is in the military and i havent seen hinm ina long time. i met a guy at work and i like him alot and he likes me. we have told eachother that. but he knows i have a bf and he told me that its really hard to not like me and hes trying not to get to involved with me. we would tex eachother alot but now he wont tex me or pick up when i call. am i annoying him or is he trying to stay away from me cuz he doesnt want to get hurt? HELPPPPPPP and when i see him at work should i just play it cool and not worry about him not calling me back?
